Case Special - Episode 5

Case 4: Sekitani Jun
This Sekitani Jun case continues from the previous episode. Even though it seemed to have been solved, and labeled as a thing of the past, there is one thing that indicates that the case had not yet been completed - that is Chitanda's reaction. Her reaction would help determine if the case has been solved or not. The fact that she has not remembered what her uncle had told her back when she was young, just meant that there is more to the case, as the main motive of digging up this case has yet to be solve.

The episode picks up from the previous ending, when Houtaro and Satoshi was going home after the meeting at Chitanda's house. They were cycling together, and were talking about having rosy lifestyle. I think most people here noticed that since the beginning of this series, they kept talking about having rosy lifestyles. I'm not too sure if it's somewhat the point that flows throughout the show, but it certainly stopped after this case finished. So there must be some link between having a rosy lifestyle and this case.

So we start with Houtaro talking to his sister, Tomoe, on the phone in the morning. She called him, and they started talking about Sekitani Jun, which led to his sister asking a weird question; "Is the term 'Kanya fes' still a taboo?" This question led Houtaro to wonder why. Point: From this sentence, we know that the nickname 'Kanya Fes' has something to do with the incident back 45 years ago. Tomoe than talked a little about the incident that happened 45 years ago, which led Houtaro to finally realize his little mistake in his deductions. She mentioned the words 'tragedy', 'taboo' and 'can't believe it'. This all led Houtaro to realize that Sekitani Jun wasn't all that he thought he was.

His reasoning was that if Sekitani Jun was helping the students out of his own will, the incident would not have been called a 'tragedy', because Sekitani actually helped all the students in the school. It should have been referred too as something more glorious. Which led him to another question; was Sektani Jun's high school life really all that rosy? Most, if not all, high school students's life are rosy. But if have your life changed and altered because of a cultural festival, and didn't sacrifice yourself because you wanted too, would that still could have been called a 'rosy' lifestyle? Point: At this point of time, Houtaro probably realized that Sekitani Jun wasn't really a Hero.

He called the members of the classical Literature club back to school the next day to complete solving the case. Chitanda then mentioned here, to Houtaro, that there is something missing in this case (most likely because she didn't remember what her uncle had told her in the past). He than reassured her that the reason why he called them to school was to complete the unfinished case.

He starts out by pointing out the crucial points in Hyouka which tells us that what happened to Sekitani Jun was not a heroic tale, but something more tragic; which was the Kanji. (The same Kanji can be read many different ways.)

However, in order to know what kanji the writer was referring too, they have to ask the writer herself. In which, Houtaro actually found out that Kouriyama-Sensei was the writer. There were a few supporting points in his claim; firstly, her name. The Kanji for her name is rarely used, so it a low possibility that someone would have the same Kanji as her. Secondly, her age matches the time frame. (45 years back she was 15 years old).

Thirdly, her reaction when she heard that they were from the classical literature club. (Seen in episode 2 last part).

So after confirming her identity with her, Oreki brings the club members to the library as ask her about what had happened 45 years ago. Chitanda than explained that Sekitani Jun was her uncle, and about the reason as to why she wanted to know about what happened 45 years back. Oreki tells Kouriyama about his deduction and showed her the pieces of information that was found and which helped him with his deduction. Her reaction; it was spot on.

She than goes on to tell them about everything that had happened 45 years ago. When she had enrolled into the school, the cultural festival was a very well-known festival in that area. However, the student's activity had gone too far and was closer to a riot than a festival. This had resulted in making the principal and teachers shorten the number of days for the cultural festival, as they had believed that the school was a place for education. However, they didn't know that this would trigger such a strong reaction from the students.

The classical cultural club was set up as a main group to protest against the teachers. Everyone in the school agreed to the protest, however, they needed someone to step up and be the leader of this protest, but no one wanted to volunteer; they were afraid of the consequences. That's when Sekitani Jun came into the picture. He was the one that was selected for this unwanted role.

They protested to the teachers with every means they had; boycotting, posters, etc. One time it even went as far as setting up a camp fire at night to show their resolve. But a tragedy happened, some thing that wasn't meant to happen, the dojo caught fire and was burnt down. The police got involved in the matter because of this incident, but the school decided to resolve this issue by themselves. Students were called up to explain the incident. But none could testify to this incident; it was never meant to happen in the first place. This resulted in their decision to expel Sekitani Jun in respond to this incident. It was to set an example that the school would not tolerate this kind of behavior.

Before Sekitani left the school, he requested to name the club 'Hyouka'. Because of what happened to him, the members didn't oppose. The art on the cover of the anthology was in relation to the tragic event that had happened to him. The rabbits were the students, and the wolf was the teachers. The rabbit that is beeing bitten by the wolf was Sekitani Jun, while the other surrounding rabbits were the other students who stood by seeing him get expelled, but not helping or caring.

In episode 1, there was this constant mention of the old Dojo, and I guess this incident really speaks as to how important this was to the incident. If the incident had not happened, Sekitani would most probably not  get expelled.

The whole incident about the anthology and Sekitani, was than later led to a bigger question: the meaning behind 'hyouka'. Only Oreki, at that point of time, know the meaning behind 'hyouka'. Hyouka translated to english (or well closest translation) would be 'Ice Cream'. Oreki than later pointed out that it was a stupid pun. 'Ice cream' = 'I Scream'. Which in this context means "I will not remain silent". Sekitani really left behind a huge message.
As for the term 'Kanya Fes' which was mentioned in episode 2, as actually written as 'Sekitani Jun' in Kanji but was read as 'Kanya fes'. As for the reason why this term was a taboo in the classical literature, was this incident itself. Because the only people who knew that Sekitani did not voluntarily become the leader, was the members of the classical literature club. As such, it became a taboo to use that term.

After all this, Chitanda finally remembers what her uncle said that made her cry that day (which in my opinion, was really dumb, and honestly I don't think that most people would cry over such trival matters). He told her that if you aren't strong, there would come a time where you wouldn't even be able to scream. Point: Links to the pun, which is needed in order to give her a reason to trigger her memory when Oreki said the meaning behind 'hyouka'. And than, you would be eaten alive. She than explains that she was afraid of being eaten alive, so she cried.

This concludes the Sekitani Jun case, which was build up since the beginning of Hyouka.

Case Special - Episode 4

Case 4: Sekitani Jun
Continuation from the day that Chitanda told Oreki that she wanted to find out the truth behind her uncle, when he was in high school. So this case starts out by Oreki some how convincing Chotanda to ask Satoshi and Mayaka for help in finding out the truth behind Sekitani Jun.

Chitanda than asks Mayaka and Satoshi for help. They agreed to help. Mayaka than mentioned that the picture for the number 2 anthology bothered her. Point: the picture actually has something to do with what Chitanda is trying to find out. The picture is also a clue into knowing if what Oreki deduced was actually completed.

They then all decided to go to Chitanda's house for the meeting, there they each have to share what they have found out and what is their conclusion as to what happened 45 years ago.

So Chitanda started out the discussion with herself. She looked into Hyouka, and summarized it into 5 important points:
1. "Senpai" left. (from where?)
2. 45 years ago "Senpai" was a Hero, and 44 years ago he was a legend.
3. "Senpai" was a "Silent soldier" and a "Kind hero".
4. "Senpai" named the anthology 'Hyouka'.
5. There were conflicts and sacrifices. (Sacrifice = "Senpai"?)

For the first point; "senpai" here refers to Chitanda's Uncle, Sekitani Jun. He was expelled from Kamiyama High. For the 2nd point; Chitanda thought that this sentence was just referring to what had happened that led to the expulsion, which was exaggerated over time. But she was wrong, this sentence was a crucial sentence that portrayed Sekitani Jun's role in everyone's eye and to that incident. As for both point 3 and 5, Chitanda linked the two sentences. Because of the way she linked the two of them, it became a lot clearer than viewing them as two separate sentences. She deduced that Sekitani was normally silent and kind, which he than became a 'soldier' than a 'hero' and later, a 'sacrifice'. As for the 4th point, it wasn't really related to deducing what happened 45 years ago, so they decided to leave that out for now.

Honestly, this hyouka passage states almost everything that was needed to know about the incident; the fundamentals, the backbone. However, I think that because they were afraid that people would get bored of all the talking and the full-on information overload that they went really fast. Either that, or they didn't want people to think to deeply in it, so that they would be able to wow the viewers even more when Oreki pieces the information together. But either way, it kind of back fired, I would say, because I really couldn't follow them at all when I first watched this episode. Even though they added pauses and breaks in between the different people presenting their information, it was too much to absorb in one go.

Later, after Chitanda presented her information, Mayaka asked Chitanda why she left out the part in Hyouka that said "it was definitely not a story of a hero". Point: This sentence is important, so keep in mind. Chitanda replied that she thinks that it's just a opinion coming from the author, and that it bends the story due to an outsider's opinion. She couldn't be more wrong. It was a sentence that digs into what truly happened 45 years ago.

After Chitanda's information presentation. I'm sure some of you feel that she skimp through many points. It was obvious that she didn't take Hyouka as seriously as it should have been taken as. But than again, I'm sure many of you, including me, thought that the role that Hyouka played into deducing this 'incident' that happened 45 years, was over when this episode was over. Not knowing that it played a significant role up to the very end.

Next was Chitanda's deduction. She thinks that her uncle might have had a conflict with someone, so he was expelled because of that.

She later than point out the sentence "it's been one year". She said that from this, it shows that her uncle dropped out of school in the season of Kanya fest. Because of this, she thinks that the conflict has something to do with the Kanya fest.

To support her deduction, she heard from a friend that something happened in her school during her school cultural festival. She then believes that things that like that can happen any time, in any generation. She than said that maybe her uncle fought against this saboteurs and ended up being a hero because of that. But than Oreki and Satoshi rejected her deduction.

Oreki said that because Kanya fest banned refreshment booths, there is no reason for them to attack the Kanya fes because there is no money involved. Point: I'm not sure what everyone first thinks of when they hear the word "saboteurs" but to me it's just random people trying to mess things up. But I'm thinking that this part actually kind of shows how Oreki's thinking is clearly different from the normal people's thinking, even though he maybe really inflexible at times. Chitanda than immediately shot down his opposing statement by saying that these troublemakers don't create trouble for money, but just for the fun of it.

Satoshi's reason for it to be impossible that students go around creating trouble in school was because of the era they were in. The era they were in was when people picked fights against the government, which is the common enemy, not teachers and schools, because they would be too busy trying to protest in anyway they can than to stir up trouble in some random school.

Here, we have a mini break from the heavy and intense information session, when Satoshi suggests something about seeing the pond in Chitanda's house. Of course, I'm sure it was to allow viewers to digest all the points that were talked about and organize it in our heads, but it's a little over whelming for that short amount of time. I guess it was also to keep the viewers a little entertained, with the change in the setting or environment; makes it less boring.

So it came to Mayaka's turn. Before that, she already apologized to Chitanda that what she had is contradicting Chitanda's deduction. She picked up a book from the library Hint: I guess that's why she's the library rep. So without even reading out the passage which she had extracted, or even showing to us the passage (which they did for like 1 second in mini prints), she starts off by explaining the people in the passage, in which "we're" refers to the students, "Powers which oppose us" and "the bureaucracy" refers to the teachers. She deduced from the passage that the 'enemy' was the teachers and there was a 'battle' between the teacher and the students, in which Sekitani Jun was the leader and led the movement.

Satoshi than mentions something odd and out of the blue. He said that this book seems pretty fishy, being it seemed like it was written by some one who enjoyed conflicts. Point: I guess from here we can assume that the story that was written down, about the incident 45 years ago, was a little bend into something more physical, and gave the impression to people that there was a conflict between the two parties, even though (as Oreki had mentioned before this) that it was written as a 'clash' not a 'conflict'.

Mayaka rejected and oppose Chitanda's theory because in the book, it was written that the incident occurred in June; which, for Chitanda's case, Sekitani was expelled in October. By reading the book, she couldn't think of anything that would led to expulsion other than violence, which I stated above, that it was due the to way things were phrased in that book. She believed that Sekitani led the students to use violence against the teachers.

Mayaks believes that something endangered the students' individuality that led to them opposing the teachers. Point: This part is true, and it shows how Oreki actually gets help from his club members when trying to figure out a case. (like for the book case, in episode 2, where he actually asked they about what else could be a book used for if it wasn't used for reading.)

Oreki than shoots down Mayak's deduction. He explains that if taken that Hyouka and the book that Mayaka researched was right, than it would mean that the incident occurred in June and Sekitani was expelled in October. However, if it was as Mayaka had said, than most likely that Sekitani would have been immediately expelled from school after the incident. Point: The gap between the incident and when Sekitani was expelled is a clue to figuring out exactly what had happened 45 years ago. For now, the back bone of the incident is made; that the students and the teacher were not on good terms with each other, Sekitani was the leader, and it had something to do with the student's interest.

Next was Satoshi's turn. But before that, he was hungry so they shifted to the kitchen to have Chitanda make Onigiri (rice balls) for them to eat. So after Chitanda made the Onigiri and after talking about random stuff about the Chitanda household, they finally went back into the case.

Satoshi actually did a research on the newpaper article that was published in school by the newspaper club, 45 years ago. So in the news paper, they use the word "we" which refers to the whole school. Since the whole school is being involved, there must be someone to organize everyone, which happens to Sekitani Jun, and to a certain extend there was prove that this "legendary protest" led to the expulsion of Sekitani. Honestly, Satoshi's part in this case was really small. I'm guessing that they didn't want to add on things that were already mentioned before him. So from here, it just shows that there is a protest between the teachers and the students.

So lastly, it was Oreki's turn. In Oreki's turn he used the Official records that was release by the school. You can say that what he was researching on was the final piece into knowing what was the cause of the incident that happened 45 years ago. So instead of giving a deduction from his research materials, he goes to the toilet and figured everything out.

So firstly, he sorts out the Who, Where, When, and Why. Firstly, when? 45 years ago, but the problem is the time of the year; which is accorded to Unity & Triumph and Hyouka, that the incident happened on June and Sekitani was expelled in October. Secondly, Where? In Kamiya High school. Who? In Unity & Triumph we can tell that Sekitani Jun was the center of everything. But from the newspaper archives, it seems that every student was involved in the incident. Which means that Sekitani Jun was the leader, and had ordered the students in the incident.

Next was the huge question why. If there is anything that the student can fight against, it is only the teachers. From what Mayaka had said earlier, the student's independence were endangered, was why they fought against the teachers. And what Oreki came out with was, Cultural Festival.

The reason why he came out with that 'solution' was because if anything that is "special" happening in school during October or June, would have to be the Cultural Festival that was held in October, and also, in June, there was a discussion held about the cultural festival. Which was written in Oreki's material that there was a discussion on that that was only held that year.

He believes that the reason why there was a meeting on the cultural festival was because the students strongly wanted it. Hint could be found in Hyouka where "the cultural festival would once again be held for 5 days." '5 days' in this case was what was achieved by Sekitani.

From Oreki's material, there was a thing entitled "declaration of focus on education" What Oreki thinks is that they attempted to shorten the cultural festival, which was why the students opposed to it.

With the 'heroic' student Sekitani Jun leading the students, they opposed the teachers. If violence wasn't use, than maybe they had boycotted the school. This way, there was no way the teacher would over see this, which led to the discussion.

As to why he was expelled only during October, was because if the teacher would have expelled him before the cultural festival, than the students may cause an uproar, so they decided to expel him only after the cultural festival ended.

After deducing everything, Oreki and Satoshi head home. While riding back home, there they kept talking about having a 'rosy' life and what not. This may seem just like a part of the anime, since they have been talking about it since episode 1, but it actually has something to do with the finding out the truth behind Sekitani Jun. Which would be revealed next episode.

Case Special - Episode 3

Case 4: Sekitani Jun
Continuation from where we left off at episode 2, case 4. So Chitanda finally tells Oreki about what she wanted him to help her with. She wanted Oreki to find out what her uncle told her before he went missing. She explains:

Her uncle went missing in India 7 years ago. When Chitanda was still a kid, she was close with her uncle, because he would always have an answer to all the questions she asks.

She later than found out that her uncle was from the classical literature club back in high school. She was curious, and asked something about the club. That was the only time that her uncle didn't answer her. She kept bugging him until he finally gave her an answer. But after hearing that answer, she started crying. Why did she cry? She didn't know. Oddly, her uncle didn't comfort her.

She than forgotten all about this incident until middle school. Point: Most probably at the time where they decided that he went missing for too long and announced him dead. So when she went high school, she decided to uncover the truth; she went to the same high school as her uncle and even joined the classical literature club in search for the truth. She asked around in the staff room for anyone that remembers her uncle, but it has been 45 years since her uncle graduated from high school, there was no one that knew him.

So she went to Oreki to help her uncover the truth behind her tears. Oreki was reluctant at first because he felt that it was too huge a responsibility to bear. But later he agreed to help her, after seeing her desperate face.

Fast forward to the back of the episode: after case 5 has happened (scroll down if you want to read that first). They found the anthology, and Chitanda remembered that she asked her uncle something about the anthology.
Oreki than open and read what was inside; "The cultural festival is upon us, once again. It's been a year since Sekitani-senpai graduated. In a single year, he turned from a hero into a ledges. Unfortunately, all our disputes and sacrifices, and even his smile are starting to be covered in the sands of time. Actually, it's probably for the best. It mustn't be remembered, because it was not a heroic tale in any way. All objective accounts are gone, and everything gradually turned into a piece of classical literature from a historical perspective. As our records may one day become a piece of classical literature to the readers of the future." Point: From here, with the mention of the cultural festival and Sekitani Jun, we can safely say that what happened to Sekitani Jun 45 years ago, had something to do with the cultural festival.

While reading the anthology, the animation changes to show different parts of the school. This image is definitely not redundant. It shows a relation to the parts in which Oreki was reading. The one that probably has the most to do with this whole case is probably the picture above. Point: This gym was also mentioned in episode 1. So it must be of some significance to the case.

After reading the whole passage, the animation shifts back to show the name of the person who wrote this; Kouriyama Youko. Honestly, most people would see this as just something normal and not pay much attention to it. But really, if there is no significance, of any sort, to the case at hand, I don't think that they would bother to make Oreki read that thing out and also to show in the animation. But of course, at this point it may mean otherwise.

Basically, in this episode, the background information about Sekitani Jun, Chitanda's uncle, is laid. The final piece of clue to finishing and ratifying the whole case is also there. But there is probably not enough to get people to think about what happened 45 years ago. We need more information as to what really happened in school 45 years ago.

Case 5: Anthology
So this case starts with Oreki's sister's letter. I'm not gonna type out everything she said in the letter, because it's too troublesome. So basically all we need to know is that

1. The anthology is in the club room.

2. Which is in the locker, that is not locked.

After telling the club members that the anthology is in the club room, Chitanda panicked because, if you remembered, in the previous episode they search the whole club room and there was no trace of an locker. Oreki than explained that his sister graduated 2 years ago, I don't know if the club rooms change every 2 years or what but Oreki said that the club room changed when his sister graduated, which explains why the anthology was not in that particular club room they were in. Surprisingly, Oreki went to ask their adviser, before hand, where the anthology was and found out that it was the biology storage room.

Being dragged by Chitanda to the biology storage room, Oreki notices this pair of strange boxes at either side of the walls. Point: This is obviously capture your attention. Some people may already know what this is.

They reach the storage room and Chitanda tries to open the door, locked. Point: It may not really be strange if you see it this way, but is it normal for a club room to be locked? She than knocks and steps back.

A few moments later, a club member opens the door and walks out, but he immediately closes it. Here, we would also not really suspect anything, because it can be normal for people to have a habit of closing their doors. Or it may be because in many animes, we see that character closing their doors after they step out. Point: However, this actually shows how he doesn't want people to go into the club room.

After a few moments, Oreki smells something strong from him, and conclude it's spray an deodorant; a strong smell indeed. Point: Weird for Oreki to be pointing out something like that, this just shows that the smell has something to do with the case that is coming.

Later Chitanda than called his name, Togaito Masashi. He was confused, obviously he doesn't remember her. But if we flash back to the first episode, we all knows that Chitanda has a good memory and can remember everyone's name the first time she meets them. After explaining that she was from the Chitanda family, who knows Togaito's fmaily, he started to panic. Point: This just shows that if anything happens, he really does not want Chitanda family to know about it (his secret). But for now, most people can probably see that he is acting really strange.

While explaining about the whole thing, it was shown that he started wiping his palms on this trousers; this shows that he is nervous about something. If you observe closely about the timing, you would be able to tell that he is nervous about people going into the club room. Because he only started to wipe when Chitanda mention about the archives being in the biology store room.

After much convincing, Togaito finally gave and allowed them into the club room.

When the step into the class room, the screen shows 3 different scenes, in which 2 of the scenes are related to the case. The first one is this picture above. Honestly, in that few seconds that they show this scene, which would you look at first. Personally, I actually just stared at the boxed of colour markers. So I actually think that they should have some how made what they want us to catch, more eye catching. Point: That white thing with an antenna sticking out is actually what they wanted us to focus on.

The next scene is the make shift table with the paper on top, weighted down by many other stuffs. Is it strange for them to have it like that? No. But I'm sure what cross most people's mind at this point in time is "The paper looks like it's going to fly away anytime." But than you wouldn't think too much about it, because it may just be another random scene in the anime. Point: Yes it has something to do with the paper flying away. I guess they did a good job in hiding this point, because they mixed in a random scene that didn't have anything to do with the case, but was still an information to the viewers later on in a bit of relation to the Sekitani Jun's case.

The next scene that proceeds with Oreki clearly observing the fan, to be more specific, the position and the strength of the fan. This just kind of tells the viewers where the wind, that is making the paper on the table flap, is coming from. Because it may be so that the wind may be inevitably caused by natural wind. However, this just kind of prove that it was made purposely this way. Point: It strengthens Oreki's theory.

Chitanda and Mayaka than starts searching for the archives in the whole room, they found nothing. I'm sure at this point Oreki is suspecting something. He than asks Togaito if there was anything taken out from the club room when they were shifting classrooms. Answer was "a few cardboard boxes." This tells Oreki that the safe box is in the room. Point: Judging from the structure of the room, the only place left for the safe box is within all those cardboard boxes which was used to make the makeshift table. Oreki knew the position of the safe box, but in order to ensure Togaito that he was not going to tell anyone about his secret, and to conserve more energy, Oreki choose to blackmail.
Honestly, at this point, for people who didn't really catch much, it may start to get a little weird, before anything is exposed.

Oreki than linked all the clues together:

1. flapping paper that was right in front of the widely opened window.

2. The fan that was set to the maximum, right in front of the paper.

3. School uniform laid on the table. Though they didn't show this in the first part, it's kind of like the decisive thing that kind of put everything together.

Oreki than suggest, to Togaito, that they ask the teacher in charge to help search the area; giving the reason that the room is huge. Togaito panicked; he refused to allow them to call the teacher, stating that they didn't want anything to be messed up.

Oreki said a little "bingo" before continuing to talk. He said that they would be going to the library first, and that if he (Togaito) saw the safe box, he hope that he would bring it to the geography preb room (which is their club room), and that the door is open. Togaito was clearly mad; he knew that Oreki knew his secret. Point: I'll explain what I meant earlier on when I said that Oreki use this method to tell Togaito that he wouldn't expose his secret. They then walked out of the room, and found a spot to wait.

Oreki than asks Chitanda what the Togaito family was famous for. Point: This just show that the status of the family had something to do with Togaito hiding his secret. Chitanda replied that the Togaito family has many people working in the field of education. Point: This just shows how Togaito cannot oppose the school in anyway if he doesn't want to tarnish his family's name.

They go back to the club room after about 5 minutes, and the anthology was there on the table. Chitanda and Mayaka were clueless as to how this happened. Oreki than explained to Mayaka step by step, telling her to keep this a secret.

Firstly, when he first opened the door, he was clearly panicking; this can been seen from the fact that he closed the door the moment he stepped out of the room, and his reaction when he found out about Chitanda's family.

Secondly, with the position that the paper (manuscripts) where, and the fact that the fan was blowing directly at the manuscripts at full power, suggest that he didn't have a choice but to actually open the windows wide and the fan at full blast. Why? (more conclusive evidence below)

Thirdly, Togaito actually set up sensors to warn him if people were walking towards the club room. Oreki knew this from the sensors outside the club room (the strange boxes), and the white antenna thingy on the table was the alarm.

Fourthly, the fact that he smelled like air fresheners or spray on deodorant. From these 4 things, we can tell that Togaito didn't want anyone to go into the club room, which means that he is doing something that is breaking the school rules, in the club room. The fact that he opened the windows wide, the fan at full blast would mean that he is trying to get rid of a smell (which kind of explains why he left his uniform on top of the table). He also needed to know if there was anyone coming, so that he could try to get rid of the smell as much as possible, by spraying air fresheners. This led to one conclusion; smoking.

As to the reason why he was so desperate, was because of his family name. Since his family is famous for being in the education sector, he could not be caught doing anything illegal activities, especially in school.

As for the anthology, the reason why he didn't tell them about the safe box, even though he knew where it was, was because he probably had hidden his cigarettes inside. So to add up, Oreki indirectly told Togaito that in exchange for not telling anyone about him smoking within school campus, he had to take the anthology to their club room. This way, they wouldn't have any evidence about him smoking (since they didn't actually see him smoke or see his cigaretes).
